Modernizing Oak Ridge’s Electrical Infrastructure
Oak Ridge is undergoing a significant transformation in its electrical infrastructure as the city prepares for future growth and sustainability. The city’s Electric Department, led by Dave Cross, has been working on several key initiatives aimed at modernizing and expanding the aging electricity delivery system. These efforts are driven by the anticipated increase in electric load due to new nuclear facilities and other businesses moving into the area.
One of the most notable projects is the installation of a charging station with two fast chargers for electric vehicle (EV) drivers. This initiative aligns with the city’s broader goals of promoting clean energy and supporting the growing number of EV owners. The city is also planning to install a solar farm on the site of the current water treatment plant, which will be retired in 2026. This project is expected to contribute to the city’s renewable energy goals and potentially lower local power costs through TVA’s Generation Flexibility Program.
Smart Grid Technologies
The city is also investing in smart grid technologies, including the installation of smart meters. These digital meters replace traditional analog ones and offer several advantages. They allow utilities to monitor consumption patterns more accurately, enable customers to track their energy use throughout the day, eliminate human error in reading data, and detect power outages instantly. This technology will help CORED respond more quickly to service disruptions and improve overall efficiency.
In addition to smart meters, Oak Ridge is implementing a Supervisory Control and Data Acquisition (SCADA) system. This system will provide comprehensive monitoring, control, and data analysis for the city’s transformer substations. The integration of AMI (Advanced Meter Infrastructure) and SCADA will create a “smart” grid, enhancing the reliability and responsiveness of the power distribution network.
Upgrades to Aging Infrastructure
As part of its long-term plan, the city is replacing aged wooden poles, old copper conductors, and substation transformers between now and 2034. These upgrades are necessary to ensure the safety and reliability of the electrical system. The estimated cost for these improvements is $68 million, with the goal of delivering over 200 megawatts of electricity to city customers by 2034. Currently, CORED has a peak demand of just over 100 megawatts.
The city is also working on a new water treatment facility, which broke ground in October 2022. The existing water treatment plant, built in 1943, will be retired in 2026. This project is essential for maintaining the quality of water services in the community.
Challenges and Considerations
Despite these advancements, there are challenges that the city must address. One of the main issues is the global shortage of transformers. Due to high demand and factory backlogs, it may take three to four years to secure some transformers. This situation has led to increased costs, with small pole-mounted transformers rising from $1,700 in 2018 to over $5,000 today.
Additionally, the city is exploring options for underground power lines in new housing developments. While not required, some developers choose to install them to enhance the appeal of their neighborhoods. However, this decision comes with additional costs and considerations.
Community Engagement and Future Outlook
Cross emphasized the importance of maintaining competitive electricity rates while ensuring reliable service. He regularly communicates with the City Council and neighboring utilities to ensure that Oak Ridge remains rate-competitive. The recent rate increase, which will add $3.50 per month for the average residential customer, is expected to generate an additional $1.6 million annually for the city and CORED.
Looking ahead, Oak Ridge is committed to building a resilient and sustainable energy future. With ongoing investments in smart grid technologies, renewable energy sources, and infrastructure upgrades, the city is well-positioned to meet the demands of its growing population and evolving needs.
