Virginia’s Governor Embraces AI to Streamline Government Regulations
Governor Glenn Youngkin of Virginia is taking a bold step in his mission to reduce government red tape by leveraging cutting-edge artificial intelligence (AI) technology. This initiative is part of his 2022 commitment to cut one-quarter of the state’s regulatory burden during his term. By integrating AI into the regulatory process, Youngkin aims to make government more efficient and responsive to the needs of Virginians.
The governor recently signed an executive order that launched a pilot program using AI to analyze the entire set of regulations and official guidance in Richmond. The goal is to identify areas where rules may be redundant, contradictory, or overly complex. This effort is expected to save both time and resources for state agencies while improving service delivery to the public.
How AI Is Being Used in the Process
According to Youngkin’s spokesperson, Peter Finocchio, AI is being used in two primary ways. First, it compares existing regulations with what is actually required by law to identify any redundancies. Second, it looks at how other states handle similar issues to see if they can achieve the same goals with less red tape.
“AI is utilized in this way to make recommendations, but there is always a human in the loop making the final decisions,” Finocchio explained. This approach ensures that while AI provides insights, the final decisions remain under human control, as outlined in Executive Order 30.
Agentic AI, which differs from traditional reactive systems like ChatGPT or Grok, is designed to pursue specific goals, make autonomous decisions, and take actions. This type of AI is already being used in real-world applications such as driverless cars like Waymo taxis.
A New Era of Regulatory Modernization
Youngkin’s office stated that the use of AI will “supercharge” the administration’s efforts to streamline and modernize government operations. The aim is to ensure that the state’s regulatory framework is not only efficient but also aligned with the needs of its citizens.
“We have made tremendous strides towards streamlining regulations and the regulatory process in the Commonwealth,” Youngkin said. “Using emergent artificial intelligence tools, we will push this effort further in order to continue our mission of unleashing Virginia’s economy in a way that benefits all of its citizens.”
The AI tool will help identify areas where regulations are redundant, contradictory, or overbroad. State agencies will then be able to use the platform in the future to continue breaking down barriers to effective governance.
Virginia Leading the Way in Regulatory Reform
Virginia’s approach to regulatory modernization has gained national attention. According to Reeve Bull, director of Virginia Regulatory Management, the state’s model has become a gold standard across the U.S., with other states and federal agencies looking to replicate its reforms.
“With this newest initiative, Virginia will continue to lead the nation, becoming the first state to launch an agentic AI tool to power the regulatory reduction process,” Bull added.
So far, the state has significantly reduced the amount of government guidance documentation, cutting it by nearly half. Approximately 48% of the total word count has been removed. This effort has contributed to a 26% reduction in regulatory requirements statewide, resulting in an estimated $1.2 billion in annual taxpayer savings.
Despite these achievements, some agencies in Richmond have yet to meet Youngkin’s 25% reduction goal. However, the ongoing use of AI is expected to help accelerate progress toward this objective.
